folks food and water. airlines are also cancelling thousands of flights in and out of atlanta. we have complete fox coverage for you. chief meteorologist rick is in the weather center and johnathon is in montgomery, alabama. what is the latest. >> reporter: alisyn, the roads are icy and even though there is traffic on the highway, the temperatures are below freezing and the treacherous rods conditions, alabama authorities are urging people to stay home and keep as many people off of the roads. in georgia people are asking whether state and local officials should have been more proactive in dealing with the storm. some forecasters predicted the possibility of heavy snow in atlanta, others down graded the impact that the storm would have on atlanta before upgrading to a winter storm warning on early

vowing to work with or without congress as you heard him in the state of the union. for him is fox senior analyst. >> hi, ally. you had 12 hours to digest the state of the union. what was most notable from last night? >> everybody's remarking on the smallness of the agenda, and when you are talking to congress about you know your plans for the year and say you are going to take a lot of action on your own, clearly anticipating that congress is not giving him very much, you are talking about not doing much at all. obcent congressional authority in our constitutional system there are strict limits of what an executive can do on his own. you can start things and they are subject to being wiped away by the next executive and president. and so this is definitely a set of steeply reduced expectations that he outlined.

>> he's going to have executive action to work on the the minimum wage and starter saving accounts. and infrastructure are projects and discrimination against long- termed unemployed people. none of these things are controversial and all things that the american public wants to see movement on, will this help his approval ratings go up? >> they might a little bit. you know, people like to see the president standing in the role of the president as the state of the union presents any president and like a president to do something about things that they want something done about. the question is how much can he do. that can wane quickly. state of the union dlaeszs. they are talked about ahead of time than after.

president's get to this stage of the president sos. they have had 4 or 5 years of experience dealing with the foreign leaders are conscious of the different areas of the world and problems and complexity of the issues and smart presidents tend to be captivated by that. it is interesting and you have a fair amount of freedom of movement. oddly, it hasn't seemed to happen with this president. his policies are in trouble with the world. he doesn't talk about them very much. and then in a sense, he sets himself apart. he is focusing on issues he can't do much. and not focused on issues he could do a lot. >> also, he didn't talk about obama care until 40 empties in. great to see you, brit. >> what is the impact on the economy. we'll bring in money, melissa

francis, host on fox business network. will this happen help the economy. >> not that i can see. the minimum wage first. for federal workers, there is half million, some say like a quarter of a million people, and so raising their wage is not impacting the economy and the money has to come from somewhere. >> who pays for it? >> they are federal workers and so it is tax dollars from you and i. and i am sure those folks need and deserve a raise. but it is money from you and me and so it is not a stimulus to the economy. >> on a savings account is that good for the economy. >> savings in general are fantastic and we need to save for our retirement and it is a crisis for the folks who don't. they are myras and like a treasury bond and goes to the

treasury and sit there and grow in's slow rate and good for retirement but does not stimulate the economy. >> there was a study in poston congress. 53 percent, of working age households are at risk of not maintaining their lifestyle after they retire. that has to be a big issue for america in the next generation. >> it is a huge crisis and the solvensy of social security over time. it is a crisis and this is a teeny tiny step in the right direction. we are talking about starting the myras with $25 and max out at $15,000. and i don't know many people who retire on $15,000. and the returns are guaranteed. and anything without risk has a low reward. and the same as government security investment fund that returned one and half percent. and past ten years three and half percent. and by comparison, the dow

southeast. images out of atlanta are stunning. >> there are miles and miles of cars and trucks as far as the eye can see. these have stranded passengers in a paralyzing winter storm. this is one of america's biggest cities. joining us on the phone is ken davis who is the director for the management agency. thank you for being with us. >> thank you. >> i am sure you heard of the people being stranded in their cars overnight 12 hours or more. what is the status of the interstate there right now? >> there is a lot of congestions and people stranded out there. our priority since yesterday to get that stalled traffic moving and getting stranded people sxhoem remaining school students who had to shelter at schools. >> yeah, what of them mr. davis? are kidses stuck at the schools?

>> there are some at various schools simply because their parents are still stranded in trying to get to them. but progress is being made. the governor is directed state patrol and georgia national guard vehicles to escort school buses in areas where travel can flow now and begin the deliveries that couldn't be made yesterday and so progress is being made but we need people to stay off the roads in metro atlanta and need them to if it is unavoidable for them to travel to stay off of the interstate system so that the plows can treat theoise.

docking in new jersey. that cruise ship cutting a ten day trip. several hundred people are on board. dr. siegel is waiting for them to disembark? >> how are they doing? >> the explorer of the seas is coming in just behind us. they will disembark in order of travel arrangements and deputy to a white tent where they will be triaged and those who need the hospital will go there and those that need hoelts will go there. they are trying to identify which bug it is. the cvc on board of the ship and they have kept control of things. there is a clinic that is almost like the hospital and rehydrating patients and treating nausea and diarrhea and department let the ship stop they brought it here in new jersey. over the next hour or two,

there's an environmental battle smoldering in the northwest. timber industry and environmentalist clashing over trees burned in a forest fire six months ago. dan, tell us what this is about. >> reporter: the environmentalists are winning the battle. six months ago a devastating wildfire in oregon, 48,000 acres of private timberland, half privately owned, half managed by the government. on private land full scale salvage crews hauling out charred woods before it's rotted out. between now and last august enough salvaged wood to build 25,000 homes and support 9,000 jobs without cutting a single tree. >> it creates jobs, it creates
